Alabama
Alabama’s drinking-water primacy agency is the Alabama Department of Environmental Management (ADEM) Drinking Water Branch. ADEM requires lead service line inventories covering both public and private sides, but I did not find a single statewide ownership rule for residential service lines; the split is set by each utility.
